Summary of the contracting process

Thames Water Utilities Limited is procuring end-to-end reinstatement works for its clean water network. After repairs, maintenance, mains renewals and meter installations, contractors must restore affected roads, footways and private verges to compliant condition. Work includes site assessment, removal of excavated material, backfilling and compaction, replacing concrete, paving and kerbs, laying asphalt, repainting road markings, and clearing signs, lighting and guarding. Services cover repair and maintenance, developer services, metering, capital projects, waste-network work and customer-side leakage. The three delivery areas are North London, South London, and Thames Valley and Home Counties. Suppliers provide the materials, labour and plant, as well as planning, reporting, governance and systems for managing the work. The objective is safe, compliant, efficient reinstatement with less time spent on the highway and fewer defects.

The buyer invited offers through a competitive flexible procedure, using a selective procurement method, for a framework divided into three regional lots. One supplier can be awarded one lot; the framework provides for one supplier per region, with no further competition when contracts are placed. The buyer set 11 November 2026 at 12 noon for enquiries and 25 November 2026 at 12 noon for requesting access to and submitting the PSQ. The award decision was scheduled by 19 March 2027. Contracts were planned to start on 1 April 2027, run initially to 31 March 2030, and be extendable in two-year periods up to 31 March 2036. Estimated lot values are £44.1m for North London, £37.8m for South London and £44.1m for Thames Valley and Home Counties, excluding VAT. Evaluation weights technical quality and commercial criteria equally, at 50% each.

This suits established highways reinstatement contractors able to deliver complete, multi-workstream services across a Thames Water operating region, including weekends. Suppliers need a local point of presence in the Thames Water region, ideally in the area they bid for, and the workforce, materials and plant to handle both concrete and paving repairs and asphalt surfacing. Delivery must comply with the Specification for Reinstatement of Openings in Highways and the New Roads and Street Works Act 1991, as well as local highway authority requirements. Bidders should be able to manage street-works permits dynamically, avoid overstay charges, and integrate with Thames Water’s digital systems for job management and near-real-time reporting. The buyer also seeks evidence of reliable KPI performance, operational infrastructure, flexibility, innovation, and a collaborative approach to planning, coordination and customer experience.

Notice Description

IMPORTANT: Please read this section before deciding whether you wish to register for this event. This section provides you with information regarding the scope of this procurement and details some of the key requirements that a successful applicant MUST be able to deliver. Thames Water is seeking to appoint qualified suppliers to deliver comprehensive reinstatement services across its clean water network asset base. Following operational interventions including reactive repairs, planned maintenance, mains renewals, and meter installations, the successful suppliers will assume responsibility for restoring all disrupted highways, footways, and private verges. The scope demands end-to-end workflow execution, spanning initial site assessment, backfilling, sub-base preparation, and final surface courses, alongside seamless integration with the utility's digital management systems. All operations must comply with the New Roads and Street Works Act 1991 (NRSWA) and local highway authority specifications. Suppliers must demonstrate robust capabilities in dynamic street works permitting to eliminate Section 74 overstay charges. Thames Water is seeking to appoint experienced reinstatement suppliers to deliver safe, compliant, efficient and customer-focused reinstatement services across its three operational regions. The objective of this procurement is to establish a high-performing reinstatement service that minimises time on the highway, improves customer and stakeholder experience, enhances compliance with streetworks legislation and delivers consistently high-quality reinstatements. Thames Water is seeking suppliers who can work collaboratively to drive operational efficiency, improve planning and coordination, reduce defects and support the achievement of industry-leading performance standards. As a minimum, in order to be considered for this framework, suppliers will need to have a point of presence within the Thames Water region, ideally in the operational areas they are interested in bidding for. Further, suppliers will be expected to integrate with Thames Water's technology in managing the lifecycle of each reinstatement job and providing near real time management information. There will also be an expectation of work occurring across weekends. Thames Water reserves the right to refine the award criteria. Please note that that deadline for asking for access to the PSQ & submitting of the PSQ is 25 November 2026 at 12 noon.
