Summary of the contracting process

One Manchester is seeking providers for insurance and related services covering its general property and liability risks, motor, cyber, terrorism and political violence, and directors’ and officers’ liability. The general cover may include property damage and business interruption, employers’ and public liability, products and property owners’ liability, office and business combined cover, money, computer, contract works, personal accident, professional indemnity, crime and employment practices liability. The buyer decides which risks to include. The procurement is divided into six lots, covering general insurance, motor, cyber, terrorism and political violence through Pool Re and outside Pool Re, and directors’ and officers’ liability. Delivery is across the United Kingdom.

The buyer invited offers through a competitive flexible, multi-stage procedure, with a participation stage and three tender rounds that allow shortlisting at each round. Expressions of interest and enquiries were due by 27 November 2026 at 23:59. The stated award decision date is 19 March 2027. Contracts are scheduled to run from 1 June 2027 to 31 May 2030, with an option to extend by up to two further years, subject to satisfactory service, performance and cost. The published estimated values are £6.41 million for general insurance, £1.35 million for motor, £125,000 for cyber, £185,000 for Pool Re terrorism cover, £0 for non-Pool Re terrorism cover and £80,000 for directors’ and officers’ liability. Lots are evaluated individually and multiple awards may result; one supplier can receive up to five lots. Cost and quality each carry 50% of the evaluation.

This opportunity suits insurance brokers and insurers able to arrange or provide cover across the relevant risk areas. One Manchester wants a choice of suitable insurers or cover options, supported by a skilled team covering client relationship management, claims management, broking or underwriting, and insurable risk management. Suppliers must have the financial capacity to deliver the programme. Proposed insurers are expected to hold at least an A- rating from Standard & Poor’s or AM Best, or an equivalent rating from a reputable independent credit-rating agency, approved by the bidder’s market security committee. A lower-rated insurer may be accepted at the buyer’s discretion if the committee’s latest report and written recommendation are disclosed and accepted before the bid deadline. Brokers may place risks within a lot with different insurers, but must provide full details of the proposed risk carriers.
