Summary of the contracting process

Health and Social Care organisations across Northern Ireland are procuring a regional managed service for patients prescribed non-invasive ventilation (NIV). The requirement covers breathing equipment, respiratory monitors, associated consumables and ancillary services to support patients’ treatment in the community. The service is intended to promote patients’ health and wellbeing, with suppliers expected to work with the health service to address social and health inequalities among the patient population. Belfast Health & Social Care Trust is the named buyer. The Regional Business Services Organisation’s Procurement and Logistics Service is managing the tender on behalf of the participating trusts: Belfast, Northern, South Eastern, Western and Southern. Delivery is across Northern Ireland, serving patients in the community.

The buyer invited offers through an open procedure to establish a closed, non-ranked framework agreement. The tender set one lot, with contracts awarded with or without a further competition. The enquiry deadline was 20 November 2026 at 15:00, and the bid deadline was 30 November 2026 at 15:00. The contract period is 1 March 2027 to 28 February 2029, with renewal options of up to 24 months and three further six-month emergency extension options. The estimated value is £45,026,244 excluding VAT (£54,031,492 including VAT). Award scoring gives 90% to price and 10% to the quality assessment of social value. The scheduled award period ends on 1 January 2027.

This opportunity is suited to suppliers able to deliver and manage non-invasive ventilation equipment and related consumables as part of a regional community-based service. Relevant capabilities include supplying medical breathing devices and respiratory monitoring equipment, supporting patients prescribed NIV, and providing the associated ancillary services. Suppliers should be able to work across Northern Ireland with multiple health and social care trusts, and collaborate with them to improve patient wellbeing and address identified social and health inequalities. The framework combines equipment supply with service delivery, so bidders need the operational capacity to support a regional patient population over an extended contract period. Social value is assessed alongside price, making credible proposals to deliver social value relevant to competition.
