Summary of the contracting process

The Office for Legal Complaints (LeO) is procuring an end-to-end budgeting, forecasting and financial reporting solution. The service must automate LeO’s existing finance processes, connect with relevant source systems and be usable by its Finance team after implementation. The required solution covers budgeting, forecasting, actuals and reporting, with requirements also extending to workforce, procurement and capital information. It includes financial analysis and accounting software, forecasting tools and automation. Delivery is across the United Kingdom. LeO must retain ownership and control of the finished solution, including any bespoke development, and be able to operate, maintain and develop it itself or through another provider.

LeO invited offers through a below-threshold open competition for a single lot. The buyer set 16 November 2026 at 17:00 as the deadline for enquiries and 30 November 2026 at 16:00 as the tender submission deadline. The contract period is 4 January to 31 March 2027. The estimated price is £100,000 excluding VAT (£120,000 including VAT). Evaluation is weighted 95% on quality and 5% on price: functional fit accounts for 30%, integration 20%, implementation, testing, training and warranty 20%, ease of use and reporting 15%, and controls, security and governance 10%. Price assessment considers a fixed delivery price, completeness and unavoidable recurring or third-party costs. The opportunity is identified as suitable for SMEs.

This suits suppliers able to deliver a complete operational finance-planning and reporting system, rather than software alone: the requirement includes implementation and integration with Sage Intacct, HR and other systems. Strong bids will demonstrate automated processes and reconciliation controls, practical dashboards and budget-holder workflows, commentary and report exports, and appropriate audit trails, access controls, approvals, data retention and protection of sensitive information. Suppliers need a credible plan for implementation, testing, acceptance, training, documentation and warranty support. They must define ownership, licensing and hosting, and responsibilities for administration, security, backup, recovery and support, including any third-party components. At completion, LeO requires product and licence keys, administrator credentials and full source code for bespoke work so it can operate and maintain the solution without unnecessary supplier dependence.

LeO requires a complete, operational budgeting, forecasting and reporting solution. Suppliers must clearly set out the proposed ownership, licensing and hosting arrangements, identify any supplier-owned or third-party components required to operate the solution, and define the responsibilities of LeO, the supplier and any hosting provider for administration, security, backup, recovery and support. LeO must retain full ownership and control of the final solution. On completion, the supplier must provide all relevant product and licence keys, administrative credentials and complete source code for bespoke development, enabling LeO or its appointed third party to operate, maintain, support and further develop the solution without unnecessary reliance on the supplier.
