Summary of the contracting process

Brandon Town Council is seeking consultants to prepare the construction tender and provide contract administration and post-completion services for a new municipal cemetery on Manor Road, Brandon, Suffolk. The project involves changing agricultural land to cemetery use, creating vehicle and pedestrian access, and building entrance walls and gates. The consultant’s work covers preparing the works information and specifications, managing contractor tenders and evaluating bids, administering the construction contract, inspecting progress, managing payments and changes, and supporting handover and defect resolution. The work is planned in three phases, from pre-contract preparation through construction to post-completion. Progress beyond the first phase depends on the outcome of a public consultation and the council securing appropriate funding.

The council invited firm-priced tenders through an open procedure. The deadline for clarification questions was 21 November 2026, and tenders had to be received by noon on 14 December 2026. The published process set a tender evaluation date of 21 December 2026 and council approval of the award recommendation for 11 January 2027. The estimated contract value is £28,000, with a stated duration of 120 days. The procurement is divided into a single lot covering all three service phases; variants are not allowed. Evaluation is weighted 60% for quality and 40% for price. Quality scoring considers relevant experience and track record, project understanding and methodology, team qualifications and capacity, and the approach to contract administration and Principal Designer duties. Submissions must be made in writing, by post or in person in a double-sealed envelope.

This opportunity suits professional construction consultants able to support a municipal cemetery project from tender preparation through construction and close-out. Suppliers need relevant project experience, a track record with similar work, and experience administering NEC or JCT contracts. The brief calls for capability as a CDM 2015 Principal Designer, alongside appropriate professional indemnity insurance. The appointed consultant will need to produce a coordinated tender package, assess contractor prices and technical submissions, and advise the council on its recommendation. During construction, the role requires capacity for regular site inspections, progress meetings, health and safety review, change and time management, valuations, payment notices and completion certification. Post-completion duties include defects inspection, final account negotiation, retention release and final certification. Named staff and their qualifications must be included in the tender; quality carries more weight than price.
