Summary of the contracting process

The University of Warwick is seeking suppliers for a corporate communications and engagement framework, with work delivered in Coventry. The four service areas are strategic communications and public relations, including media relations, campaigns and press office support; public affairs and stakeholder relations, including civic and business-facing communications and events; crisis and reputation management, including rapid-response support and post-incident reviews; and creative content and social media, including strategy, copywriting, video concepts, community management, paid social and analytics. The framework is intended to give the University and its departments access to specialist agency expertise and additional delivery capacity for corporate, academic, research, student recruitment, commercial and reputational activity. Suppliers can offer services in one or more of these areas.

The University invited offers through an open competition for a closed framework, with suppliers to be called on as needed. The procurement is divided into four lots, and bidders may apply for one or several; the University may accept all or part of a submission. The bid deadline set was 25 November 2026 at 23:59 UTC. The estimated overall value is £600,000 excluding VAT (£720,000 including VAT). Each lot has an initial three-year contract period from 1 April 2027 to 1 April 2030, with two optional one-year extensions, subject to performance and budget. The framework method allows call-offs with or without reopening competition. Lot-specific evaluation criteria are described in the tender documents.

The opportunity suits specialist communications agencies able to provide experienced advice and delivery across one or more of the four service areas; small and medium-sized enterprises are explicitly considered suitable for each lot. Relevant capabilities include strategic communications planning, public relations and media handling, stakeholder engagement, crisis planning and rapid response, reputation management, creative campaign production and social media management. Suppliers offering public affairs, regional or civic communications, business-facing support, or communications for commercial and capital projects may fit the second lot. The creative lot calls for content and copywriting, video concepts, paid social support, community management, analytics and reporting. The framework is designed for departments to draw on specialist expertise and extra delivery capacity as requirements arise, so suppliers should be able to respond to varied communications needs across the University's activities.
