Summary of the contracting process

Team Leidos, working with the Ministry of Defence, is exploring a leasing approach for physical training equipment. The requirement covers fitness and gym equipment, including multi-gyms, weights and resistance-training equipment, aerobic equipment and physical therapy devices. The aim is to understand suppliers’ and manufacturers’ approaches and current market innovation, and to use that insight to shape the future procurement strategy. Equipment and services are intended for delivery in the United Kingdom. Leidos Supply Limited is the buyer, with TVS Supply Chain Solutions involved in conducting parts of the evaluation. The wider Team Leidos arrangement covers procurement and inventory management of commodity items, alongside storage and distribution for the Ministry of Defence.

This is the planning and preliminary market engagement stage: the buyer is gathering information to inform its future strategy, and has not invited tenders. The buyer intends to consider approaches to leasing physical training equipment. The planned procurement is a service, with an estimated value of £3 million excluding VAT (£3.6 million including VAT), and is described as involving a framework agreement. The buyer’s stated expected contract period runs from 1 December 2027 to 1 December 2031. The market engagement is intended to gather supplier views and information; responses were requested as soon as possible, with the engagement period running until 13 November 2026. Suppliers were asked to request the engagement documents and return completed responses. The procurement is planned as one lot.

The engagement is relevant to equipment manufacturers, fitness and rehabilitation equipment suppliers, and businesses able to provide leasing services for gym and physical training equipment. Suppliers with a range spanning fitness, aerobic, resistance and physical therapy equipment may be well placed to offer an approach covering the requirement. The buyer is seeking market intelligence on available approaches and innovation, so businesses can contribute information about their solutions and help shape the future strategy. The procurement is marked as suitable for small and medium-sized enterprises, making it relevant to smaller suppliers as well as larger providers. Companies able to support equipment leasing for a public-sector customer should consider whether their capabilities align with the requirement and prepare to engage in the later procurement process.
