Summary of the contracting process

London Borough of Ealing Council is planning a pilot Temporary Accommodation Visiting Support Service for participating West London boroughs. An external provider would deliver a sub-regional, floating support service to households placed in temporary accommodation, including B&B, emergency and out-of-borough placements. The service combines in-person visits with telephone and digital support: assessing households and preparing support plans; giving advice on moving to longer-term housing; helping people access income support, wellbeing services and local health, education, employment and community networks; and identifying safeguarding concerns for referral. It also includes checking occupancy, reporting non-occupation or suspected misuse, and making basic observations about property condition. Delivery is across West London. The council’s stated aims include improving household stability, move-on outcomes and assurance that temporary accommodation is being used appropriately.

This is at the planning and pre-market engagement stage, not a tender invitation. The authorities intend to test the proposed service model and gather provider feedback on design, delivery capacity, workforce, innovation and risks; they reserve the right to change or withdraw the proposal, and participants’ costs will not be reimbursed. A group engagement session was planned for the week commencing 16 November 2026, followed by individual sessions in the week commencing 23 November. The buyer set 30 November 2026 as the engagement response deadline, with a session deadline stated as noon; the structured milestone date records 23:59. The buyer expected a tender notice on 25 January 2027. The indicative pilot contract period is 1 April 2027 to 31 March 2028, with an estimated value of £240,000 excluding VAT (£288,000 including VAT). One lot is planned.

The proposed pilot is suited to providers experienced in temporary accommodation, housing-related support or visiting support, particularly those able to work across multiple West London boroughs. Delivery requires capacity to support an estimated 2,000–4,000 households over a 12-month pilot through a combination of face-to-face visits, telephone and digital contact. Relevant strengths include assessment and support planning, housing pathways and move-on advice, income and wellbeing support, links to local services, safeguarding awareness and referral, and occupancy verification and reporting. Providers should also be equipped to observe basic property conditions and identify possible misuse or non-occupation. The authorities are seeking market input on workforce and delivery capacity, service design, innovation and risks, so providers able to contribute practical operational feedback may help shape the model before procurement. The planned service is identified as suitable for SMEs and voluntary, community and social enterprises.
