Summary of the contracting process

The Royal Parks Limited is seeking an event service provider to plan, design, produce and operationally deliver the Royal Parks Half Marathon. The supplier will work in partnership with the organisation to deliver the event in line with its vision, objectives and agreement requirements. This is a major mass-participation event service (CPV 79952000). The event normally takes place in October. Delivery is in the United Kingdom; the notice identifies London in describing the opportunity. The service covers the full event lifecycle, from planning and design through production and on-the-ground operations, rather than a single standalone event task. The detailed service requirements are set out in the event service provider specification, available through the buyer’s e-sourcing portal.

The buyer invited offers through a competitive flexible procedure, with a participation stage to assess suppliers against conditions of participation and shortlist those who pass, followed by a tender stage for shortlisted suppliers. The process reached tender. Expressions of interest were due by 30 November 2026 at 12:00, and the deadline for enquiries was 16 November 2026 at 12:00. The contract is scheduled to run from 31 July 2027 to 31 January 2032, with possible extension to 31 January 2034. Its gross estimated value is £18 million. There is one lot, and the evaluation gives quality a 70% weighting and price 30%. The expected initial term covers the events in October 2028 to 2032; an extension may require delivery of the 2033 and 2034 events.

This opportunity suits event companies with the capability and capacity to deliver a major mass-participation sporting event, combining strategic planning and event design with production and live operational delivery. Suppliers will need to work collaboratively with The Royal Parks and coordinate the full range of services needed to deliver the half marathon against the buyer’s event vision, objectives and contractual requirements. The multi-year programme makes it relevant to providers able to maintain delivery across successive annual events and, if the term is extended, continue through the later event years. Small and medium-sized businesses are explicitly considered suitable to bid, so the scale of the requirement does not rule out an SME with the necessary event-management capability and delivery capacity. Quality carries greater evaluation weight than price.
