Summary of the contracting process

Aspire Academy Trust is buying grounds maintenance services for its schools, divided between two geographic lots: Atlantic (North) and Peninsula (South). The contractor must maintain grounds consistently across the sites in its lot, following horticultural best practice and the service specification. Schools will join the arrangement as their existing grounds maintenance contracts end, so delivery will expand over time. The successful supplier must provide appropriately qualified and experienced horticultural staff. The Trust is the buyer; PHP Law LLP is managing the procurement. The work is in the South West of England. The lots are separate opportunities, allowing suppliers to focus on the relevant area. The detailed service requirements are set out in the specification and associated procurement documents.

The Trust invited tenders through an open procedure. The enquiry deadline was 2 December 2026 at 00:00, and bids were due by 16 December 2026 at 12:00. The planned award decision date was 12 February 2027. Lot 1 is scheduled to run from 15 February 2027 to 14 February 2030; Lot 2 from 1 April 2027 to 31 March 2030. Each lot has an estimated value of £625,000 excluding VAT (£750,000 including VAT). Either contract may be extended by two further years in 12-month increments, and additional schools may be added. Evaluation assigns 60% to quality and 40% to price. Quality covers the proposed solution, delivery team, contract management, service monitoring, mobilisation and risk, and sustainability.

The opportunity is suitable for small and medium-sized businesses, and suppliers can bid for either geographic lot. It will suit grounds maintenance providers able to deliver consistent services across multiple school sites and scale as schools join. Bidders need suitably qualified, experienced horticultural personnel and must show relevant experience through up to three comparable contracts in the education sector; examples should demonstrate established capability and provide enough detail to support confidence in delivery. Suppliers must also pass financial due diligence, including credit checks and an appraisal of financial standing, with no outstanding county court judgments or bankruptcy. Required insurance cover is £5 million each for employers’ and public liability, and £1 million each for professional indemnity and product liability. Bids should explain service delivery, staffing, management, monitoring, mobilisation, risk controls and sustainability.
