Summary of the contracting process

Translink is seeking a provider to manage the bus shelter portfolio it oversees for the Department for Infrastructure across Northern Ireland. The portfolio comprises about 1,460 shelters, including 104 Metropolis-style shelters used by Belfast Rapid Transit and four purpose-built bicycle storage shelters associated with BRT1. Shelters are spread across more than 80 settlements. The network also includes 705 paper and 101 digital advertising screens, which generate revenue for Translink through a guaranteed minimum and an overage calculation based on annual gross income budget figures. The work is classified as construction, but the central requirement is ongoing management of bus shelters and their associated advertising infrastructure across the province.

Translink invited offers through a below-threshold open competition. The tender was published on 2 November 2026. Bidders could submit enquiries until 24 November 2026 at 23:59 UTC, and offers were due by 1 December 2026 at 23:59 UTC through the eTendersNI portal. The contract is scheduled to run from 31 March 2027 to 31 March 2032, with options to extend for 30 months plus a further 30 months, up to 31 March 2036. The stated contract value is £5 million. There is one lot. Evaluation gives 40% to the technical submission and 60% to the commercial submission, split into two elements weighted at 30% each; the highest aggregate score wins.

This opportunity is suited to a competent, experienced service provider able to manage a large, geographically dispersed public transport shelter portfolio across Northern Ireland. Suppliers should be capable of overseeing a mix of standard and specialist shelters, including Belfast Rapid Transit structures and bicycle storage shelters, as well as the associated paper and digital advertising screens. The scale and province-wide spread suggest a need for reliable operational coordination across more than 80 settlements. Commercial proposals need to address two separately scored elements, while the technical submission is also material to the overall result. The successful provider will manage assets that include an established advertising network and its related revenue arrangements. The description does not set out specific accreditations or named technical qualifications.
