Summary of the contracting process

The Welsh Government has issued a tender for the "Evaluation of Out of Work Service" as part of its commitment to assessing employment services that aid recovery from substance misuse and mental health issues. This procurement falls under the services industry category and is currently in the Award stage, with the contract signed on 28th March 2022. The contract value is £45,000, and the procurement process utilised was an open method, allowing for wider participation. Interested suppliers should have registered via the eTenderwales platform to ensure they meet eligibility requirements, especially since the evaluation involves assessing the impacts wrought by Covid-19 on service participants.

This tender represents a significant opportunity for consultancy firms specialised in research and evaluation services, particularly those with a focus on social research and community impact. Businesses that are adept at conducting mixed-method evaluations, which integrate both quantitative and qualitative data analysis, would be well-positioned to compete for this contract. Furthermore, the Welsh Government encourages consortia bidding, promoting collaboration among businesses to enhance capabilities and broaden expertise in delivering community benefits aligned with the government’s social and economic objectives.
