This is a short-term bridging agreement with the incumbent supplier, to allow a continuation of service whilst the new service is implemented. The negotiated procedure without prior publication was used. The value does not exceed the thresholds under the Public Contract Regulations 2015 (PCR15). However, given the need for continued use of the incumbent suppliers system/IP for a short period, the decision was taken to direct award the contract under Regulation 32 of the PCR15.
