Consideration ought to be given to how best to deliver this to different groups and this may require tailored solutions in order to reach as many people as possible but in an effective way. Research effective community-based active bystanders to ensure good practice is embedded throughout development and delivery. Identify suitable target audiences for the programme based on research evidence and on evidence of need from VAWDASV data in Wales. The target audience should include the engagement of men and diverse communities. Bidders should propose trainers who have the expertise to engage with the target audience. Engage with people from the target audience in the development of the training programme including development of role plays and use of language that are familiar to the target audience initiative. The length of delivery of the training programme (number and length of sessions) should be justified in accordance with the research evidence and engagement with the target audience. Integrate external evaluation into the model through an academic partner. The bidder must outline how they intend to sub-contract an external evaluation of the training to an evaluation partner, whilst providing indicative evaluation plans in the bid. The bidder must ensure that evaluation is considered alongside programme development.",
