Notice Description
Torfaen County Borough is seeking to establish a preferred list of suitably experienced and qualified contractors to be invited to tender for the construction of a new Third Generation (3G) artificial pitch with floodlighting and associated access road and footpath.At the conclusion of the procurement, it is our intention to award a contract for the period of 20 weeks (July - December 2023) You are welcome to submit your application in English or in Welsh, each application will be treated equally.The tender and all supporting documentation are only available from the Proactis Supplier Portal, which can be directly accessed following registration.NB: Tender information and any questions and answers relating to the tender will only be available directly from the portal and will not be communicated by any other means.Tender submissions will only be accepted via the portal and not by any other means unless otherwise agreed in writing by the Council.E-Tender access information:-- Go to https://supplierlive.proactisp2p.com/Account/LoginYou can access the opportunity by completing the following steps:If you have not already signed-up to the Proactis Supplier Portal, click "Signup", complete the required information and then click "Register".-- Registration should only be performed once for each Organisation.-- If you think that someone in your Organisation may have already registered on this Portal then you must not register again.-- Please contact the Primary Contact in order to arrange access to the Portal.An activation email will be sent to the email address of your primary contact.Click on the link contained within the email to activate your account.Sign into the Proactis Supplier Portal by entering your Login Name that you previously provided. On page 8, create a new password.Click "Complete Registration"Click on the Red Box marked "Opportunities", type Torfaen in the box at the top of the page called "Search by customer reference, title or customer name..." and click "Search" Identify the Opportunity with the title of "T.4516 - Construction of a new third generation (3G) pitch at YGG Pontypool" and click the White Arrow in a Blue Circle on the right-hand side of the line.Click "Register Interest" Then click the Telescope button on the left-hand side of the page, then enter "Torfaen" in the box at the top of the page called "Search by customer reference, title or customer name... and click "Search".You will now see that the "T.4516 - Construction of a new third generation (3G) pitch at YGG Pontypool" opportunity has now changed to Private. Click the White Arrow in a Blue Circle.It is recommended that you read the information provided in the documents that can be found if you click the line marked "Request Documents" before attempting to answer any of the questions.(WA Ref:130477)Under the terms of this contract the successful supplier(s) will be required to deliver Community Benefits in support of the authority's economic and social objectives. Accordingly, contract performance conditions may relate in particular to social and environmental considerations. The Community Benefits included in this contract are:Community benefits and well-being objectives are key components in maximising social, economic, environmental and cultural benefits within our community.There is a commitment as an Authority to ensuring community benefits are considered on all contracts and a common approach adopted, providing a consistent experience for suppliers and maximising value added retained within Torfaen.Providers are therefore encouraged and expected to embrace Torfaen's commitment to delivering community benefits.As part of your submission therefore, bidders are required to demonstrate your previous approach/experience in delivering Community Benefits.Examples of the range of benefits include but are not exhaustive to:* Targeted Recruitment and Training (including existing workforce and economically inactive)* Local Supply Chains, including use of social enterprises* Contributions to education and complimentary activity* Community Initiatives and activity* Promoting Environmental Benefits* Contribution to the Community Investment FundPlease refer to the attached documentation for further details.The buyer considers that this contract is suitable for consortia bidding.
