Notice Description

Monmouthshire County Council is seeking to establish an Approved Providers List (APL) of suitably qualified and experienced installers to deliver domestic energy efficiency measures though out Monmouthshire.The Council is looking for Providers to facilitate the ECO 4 Flex Energy Efficiency Programme and also other schemes that can deliver domestic energy efficiency and/or renewable technologies without ECO 4 funded measures. The APL will ensure that companies appointed to undertake works are suitably qualified, can demonstrate their technical ability (including registration with appropriate trade organisations), financial stability (including compliance with the Construction Industry Tax Scheme), health and safety, equal opportunities and environmental policies.The Council is of the view that an openly advertised Invitation to Participate process will ensure this opportunity is made available to relevant Providers within the market who could deliver the programme to the Council's requirements.The Council shall not be responsible for any costs, charges or expenses incurred by any Provider and accepts no liability for costs, charges or expenses, irrespective of the outcome of the process. Responses will be treated as confidential.Monmouthshire County Council covers an area of 880 square kilometres with a population of 93,000 (Census 2021) comprising of 40,900 households. The County emits an estimated 718 kilo tonnes of carbon, equivalent to 7.5 tonnes per person which is significantly above the UK average of 5.6 tonnes. Monmouthshire has the highest level of income inequality in Wales with some 23.4% of the children in the County living in poverty and 10% of the population living in households with material deprivation. The average house price is PS373,000.Monmouthshire has a higher proportion of detached (44.1% of total stock) and semi-detached (28.33%) properties when compared to the Welsh average. Terraced properties account for 16.94% and flats 10.44%, evidencing the limited availability of traditional first time buyers properties (Local Housing Market Assessment 2020 - 2025). At the time of the 2011 census 74% of households owned their properties (with or without a mortgage) with 13.5% in socially rented accommodation and 10.8% in private rented properties.The process will run in 2 Stages:1st Stage will be open for a reduced period of time to capture as many responses as possible.Once Providers have been notified following evaluation, 1st Stage will shut down, and the 2nd Stage will commence. The 2nd Stage will remain open and available for the approved list duration up to 31st March 2026, allowing new providers to express their interest and apply to join at any time.Providers will be asked to complete a qualification questionnaire. Only Providers that meet the requirements of the questionnaire will be admitted to the Approved List.The approved list will remain open throughout its duration. This means that Providers may request admission at any time.
