Summary of the contracting process

The South East & Mid Wales Collaborative Construction Framework (SEWSCAP) 4, managed by Cardiff Council, aims to establish a framework of pre-qualified contractors for construction activities related to schools and public buildings in the region. This includes expertise in new builds, refurbishments, alterations, and extensions. The framework notably emphasises sustainability and social value. Cardiff Council, based at County Hall, Atlantic Wharf, Cardiff, is the buyer and has adopted a restricted procurement procedure for this framework. The procurement stage concluded with the award phase on 23 October 2024, marking the completion of an extensive selection and contracting process.

This procurement framework presents significant opportunities for businesses, particularly those within the construction sector. It is especially beneficial for SMEs with expertise in traditional and design-build projects, catering to contracts ranging from modest refurbishments to large-scale new builds. Participation in this framework can lead to substantial business growth due to the considerable financial scope involved, with contract awards ranging up to £100 million. Smaller companies, as well as large enterprises, are well-suited to compete, benefiting from the potential direct awards and mini-tender processes for call-off contracts. Moreover, the framework’s encouragement of good practices and collaboration offers an avenue for businesses to demonstrate value-added services and innovative solutions in public sector projects.
