Summary of the contracting process

The Mid and West Wales Fire and Rescue Service (MAWWFRA) has initiated and completed the procurement process for a framework agreement titled "MWEU41 Internal and External Signage Framework." This tender involves the provision of bilingual internal and external signage within the Emergency Services industry category. The procurement is split into three lots: Lot 1 covers Carmarthenshire and Pembrokeshire, Lot 2 covers Swansea and Neath Port Talbot, and Lot 3 covers Powys and Ceredigion, in collaboration with Aberystwyth University. The open procurement procedure led to the award being prolonged through various stages from the tender notice issued on 8th March 2024 to the final contract signing on 12th August 2024. The awarded contracts have been valued at £123,000 for Lot 3, and £84,000 for both Lot 1 and Lot 2, with the successful supplier being Allsigns International Limited. The entire process was managed via electronic submissions through the Sell2Wales platform.

This procurement process presents significant opportunities for businesses specialising in bespoke signage solutions. Companies involved in the design, production, and installation of signage, especially those comfortable working within bilingual requirements, are well-suited to compete. Successful participants would not only benefit from immediate project work but also from the potential for long-term collaborations and large-scale projects within the defined regions. Moreover, Small and Medium Enterprises (SMEs) and consortia that offer competitive costs and high-quality standards have demonstrated success, as evidenced by the awarded contracts. Vendors capable of providing maintenance and innovative updating of existing systems are particularly encouraged to engage in future similar tenders.
