P934 Eye Care Electronic Referral Solution for Optometrists Wales
Notice Description
The Digital Eyecare Programme is a strategic Welsh Government funded programme to transform the way in which eyecare is managed within primary and secondary care settings, including the provision of shared care across health care settings and Health Board boundaries.Demand for hospital eyecare services has grown significantly in recent years and is expected to continue as the population ages. The ability for Optometrists to provide enhanced eyecare services in community settings is a key component to reduce the reliance on traditional Ophthalmology services provided in hospital settings.An Electronic Referral System (ERS) and Electronic Patient Record (EPR) will enable NHS Wales to make the best use of clinical skills and services and enable patients to receive specialist care more quickly and closer to home.The scope of this PIN is for a cloud hosted digital referral solution to enable eye care referrals between Optometrists within primary care settings and for Optometry referrals to Hospital Eyecare Services (HES).There is a need to deliver the system at pace ready for deployment, this may be a solution that is well developed as an "out of the box solution" but enables some configuration and functional developments to meet the user and integration requirements to support enhanced optometric services and different clinical sub specialities.A set of user and technical requirements have been developed and included with this PIN.Interested suppliers are asked to estimate the resources, costs and development timelines for any additional development needed that is not met by the supplier's solution.The solution should enable Optometrists across Wales to digitally refer to other primary care Optometrists providing enhanced services and Ophthalmologists in multiple hospital locations within seven Health Boards.The system should be able to interoperate with a number of other systems the National Wales PAS,(WPAS), Wales Care Record Service (WCRS), NHS Wales Patient Demographic Service, Hospital EPR systems, Optometry Practice clinical systemsOptometrists use their own practice systems and PCs, Laptops or other devices. The ERs solution will need to be able to securely operate on these devices via two factor authentication and Microsoft App Proxy.Suppliers that show interest in this exercise will be invited to demonstrate their solution.
