Notice Description

The aim of this commission is to enablethe ENPA to submit a successful fundingapplication to the National Lottery HeritageFund. It is currently expected that theproject will cost up to PS10million. Alongwith the application form itself (which willbe completed by the ENPA), the Authorityis required to submit a series of documentsto the Heritage Fund and these will be thecommission's outputs.ENPA is seeking to appoint a Design Teamto lead on this work, by producing initialdocumentation based on the vision of theENPA, its partners and stakeholder, for thefuture of Plas Tan y Bwlch. It is essential thatthe Team collaborates closely and appreciatesthe interconnection of the various elementsof this commission:1. Business Plan: a sustainable and realisticbusiness plan is key to the futuremanagement of Plas Tan y Bwlch. Itis imperative that the business planintegrates the client's priorities forbusiness and activity and the ethos ofNational Parks. The bid should illustrateow the consultant will engage with theclient team. As part of the business plan,several options should be considered(including the client's vision), such as:* Office space, for use as the ENPAHeadquarters. Requirements such as thenumber of desks and the type of spacesrequired will need assessment, based onworking patterns and business needs.* Business activity such as accommodation,cafe, activities, provision of skills training,retail, meeting room hire, events.* Secondary income deriving from otheractivities, eg. Plas woodlands, trails andgardens.* Use of energy efficiency andopportunities to reduce Plas runningcosts.Conference facilities, meeting rooms,community spaces, exhibition space(flexible, multi-use spaces).* The Design Team's business plannerwill be required to assess in detail allavailable opportunities.2. Architectural options for the proposedrestoration and development project atPlas Tan y Bwlch, including creating openplan internal space, sympathetic to thehistoric built environment on the upperfloors of the main building, suitablefor housing the ENPA Headquarters,improving access and maximising optionsfor commercial use and interpretation ofthe different spaces at Plas Tan y Bwlch.3. Landscape architecture options forthe restoration of the Plas Tan y Bwlchregistered historic park and garden, toinclude producing a condition survey ofthe Plas Tan y Bwlch gardens.4. Assessment of options for energyuse and opportunities to installrenewablesystems that will reduce PlasTan y Bwlch's running costs in the longterm such as installation of groundsource heating, location of ground sourceinfrastructure, feasibility of installingsolar panels within the estate, possiblysupported by a battery energy storagesystem, to offset the running cost of thesame. The report will include installationcosts and medium term running costsaiming towards maintaining Plas Tan yBwlch as a historic building running atnet zero carbon emissions.5.
