Summary of the contracting process

The National Library of Wales, located in Aberystwyth, is seeking a qualified supplier to develop a new Data Foundry platform as part of their tender process in the services industry category. This open procurement method involves designing, building, and implementing a robust platform by 30 June 2026, with a budget cap of £140,000. This new platform aims to serve as a central hub for cultural-heritage data using open standards. Interested parties should note that the tender is currently in the submission stage, with a closing date for submissions on 15 December 2025. The evaluation period is set to end on 18 December 2025. The project must be Welsh and English bilingual, accessible, and comply with WCAG 2.2 AA and Welsh Language Standards.

This procurement offers significant business growth opportunities, especially for companies experienced in IIIF, open source, data management, and cloud-based hosting solutions like AWS. Firms proficient in storytelling and data visualisation tools will find this project particularly beneficial. Additionally, businesses that are accredited with Cyber Essentials Plus or ISO 27001, and those who can showcase comparable projects, are well-positioned to compete. The contract encourages consortia applications, promoting collaboration and potentially expanding a firm’s access to networks and resources. Successful engagement could reinforce a company's credentials in cultural heritage projects and open-source platform development.
