Summary of the contracting process

Awdurdod Parc Cenedlaethol Eryri (ENPA) recently awarded a contract for the "Design, development, hosting and operation of a sustainable tourism app". This innovative project focuses on software package and information systems within the services industry category, specifically targeting the development of IT services including consulting, software development, and Internet support. The procurement process, initiated as an open tender, concluded with the award dated 10th March 2026. The app aims to foster sustainable visitor behaviour, cultural engagement, and community benefits across pilot areas in Betws y Coed and Y Bala in Eryri National Park, Gwynedd. The awarded supplier, Cardiff App Developers, will undertake this pioneering digital application project, with strong community support secured in these areas.

This tender presents substantial opportunities for growth within the digital technology and software development sectors, particularly for businesses involved in creating scalable and bespoke applications that address environmental and cultural challenges in rural areas. Companies with expertise in software and IT services, particularly those specialising in bilingual digital setups, would find this project aligns well with their capabilities. The contract calls for innovative low-carbon technology use in the app's development, making it suitable for eco-conscious businesses aiming for sustainable practices. Businesses adept at collaborating in co-production processes with local stakeholders and with the ability to deliver efficient digital solutions could leverage this opportunity to expand their reach and enhance their portfolios within the dynamic field of sustainable tourism technology.

Notice Title

Design, development, hosting and operation of a sustainable tourism app

Notice Description

Eryri National Park Authority (ENPA) invites tenders for the design, development, hosting and initial operation of an innovative digital application to support sustainable visitor behaviour, deeper cultural engagement, and positive community benefit across two pilot areas within Eryri National Park. The application (app) will be developed through a co-production process with ENPA, partners, local businesses, organisations and community representatives, undertaken prior to procurement. It will be piloted initially in Betws y Coed and Y Bala, where community support for the project has already been secured. This is a highly innovative and pioneering project. While inspired by CopenPay (Copenhagen's visitor giving scheme), this project requires a bespoke, rural, seasonal and scalable model, tailored specifically to the opportunities and constraints of a National Park context, whilst addressing the economic, cultural and environmental challenged faced in Eryri in 2026.
