Notice Description
The Service Provider shall provide financial and commercial advice in relation to* the delivery of the R100 programme; and* the other Programmes and projects forming part of the remit of the Infrastructure Action Plan Programme Board on and ad hoc basis - if and when requiredThese Programmes are described in more detail in Section 3, Section 4 and Section 6 of the specification. It is envisaged that a substantial proportion of the advice required will relate to the delivery of the R100 Programme (the "Core Service") and as such the detail of this specification and the Technical response focusses primarily on the R100 Programme. Ad hoc advice relating to the other programmes and projects forming part of the IAPPB comprise "Additional Services".The Service Provider must have the capacity to deliver the services detailed potentially across several procurements forming the R100 Programme running concurrently throughout the period of the Contract. Whilst the Scottish Government cannot confirm the number of procurements at present as a decision on this will be part of the development of the Procurement Strategy, Scottish Government would envisage between one and three separate procurements.The Service Provider must possess demonstrable financial advisory expertise in all of the following areas, particularly within the context of projects for the procurement of or investment in broadband infrastructure and/or electronic communications:* Public procurement processes for large infrastructure projects* Proven track record of achieving results within timeframes and in line with programme objectives* Evaluation and review of project financial models and their interrelationship with contractual documentation for major capital procurements, for example payment mechanisms, net present value analysis, comparison and contrast of different approaches/solutions to issues;* Understanding of the Infrastructure Action Plan, Digital Scotland Superfast Broadband programme and the R100 Programme* Understanding of the relevant regulatory environment, state aid regulations and treasury metrics for affordability and value for money;* Tax and accounting expertise;* Economic expertise;* Commercial negotiations; and* Market knowledge and supplier intelligence in the electronic communications sector.
