Summary of the contracting process

NHS Greater Glasgow and Clyde is looking to establish a framework agreement for the "Radiology Business Information and Meta Data Analysis" project. This procurement, currently in the Award stage, is focused on the health industry category and is set in Scotland. The contract aims to provide an advanced system for radiology data analysis with a maximum budget of £800,000. The tender period has closed, with the submission deadline having been on 26th January 2017.

This opportunity is well-suited for companies specialising in IT services, particularly those with expertise in software development, implementation, and training in healthcare settings. Businesses that can demonstrate experience in delivering complex IT solutions in the healthcare sector, along with strong financial stability and technical capabilities, would be competitive candidates. There is potential for broader engagement as the initial pilot may lead to further rollouts across other NHS Health Boards depending on its evaluation outcomes.

Lot Information

Lot 1

NHS Greater Glasgow and Clyde (NHS GG&C) wish to enter into a framework agreement with a service provider to provide an Advanced Business Information and Meta Data Analysis system for Radiology. One of the major challenges facing Radiology is the production of useful and meaningful business information from the data stored within the Picture Archiving and Communication System (PACs) and the Radiology Information Systems (RIS). Such information is vital in planning service provision, developing demand management methodologies and ensuring the service is as efficient as it can be. Proper business information would mean that the best possible services for patients could be planned and delivered. NHS GG&C wish to work with NHS Lothian to pilot an Advanced Business Information and Meta Data Analysis system. This pilot will run for 6 months. The system will be expected to interface with a different RIS in each board and PACS where appropriate during the pilot. The system must provide sophisticated business information and reports which add value and can have a positive impact on service management. The system must also have the ability to analyze the meta data associated with Radiology reports and provide useful output based on this meta data. Throughout the pilot, the successful supplier will be expected to provide the software, implement and support the system throughout NHS GG&C and NHS Lothian, plus provide training to users of the system with a view to a potential future roll out across the Country. This potential second phase is optional and will depend on successful evaluation of the initial pilot as the basis for a business case for wider roll out. A National License for the software may be purchased. NHS Greater Glasgow and Clyde (NHS GG&C) reserves the right not to award a contract as part of this procurement. The contract will be set up as an (NHS GG&C) Framework which will allow NHS Health Boards call off from the framework. Suppliers will be required to deliver software and other IT related services such as support and maintenance, training, consultancy among others.

Options: The pilot phase will be carried out and the results of this will depend on whether the solution will be rolled out to other Health Boards.
