Summary of the contracting process

The City of Edinburgh Council is seeking to provide a range of high-quality adventurous activities and outdoor learning programmes through the contract titled "Future Tracks." This service aims to support young people disengaging from school or becoming involved in antisocial behaviour. The procurement process is currently at the award stage, with the contract awarded on 19 December 2016. This limited procurement method involved a direct award without prior publication, acknowledging the urgent need for continuity of service as part of a broader strategy under the Procurement Reform (Scotland) Act 2014. The project is located in Edinburgh, UK, and relates to the general public services industry category.

This tender presents significant opportunities for businesses focused on youth engagement and outdoor education, particularly those experienced in delivering adventurous activities and personal development programmes. Companies with innovative approaches to working with vulnerable young people and those able to provide collaborative services aligned with the Council's strategy may find this contract aligns well with their capabilities. As the council seeks to review and improve its Additional Support Learning services, there is potential for businesses to contribute towards enhancing outcomes for the community.

Notice Description

This contract provides a range of high quality adventurous activities, outdoor learning, personal and social development programmes and outdoor qualifications. This project is aimed at the demographic of young people who are not engaging in school and/or who are starting to become involved in criminal activity and antisocial behaviour.

Lot Information

Lot 1

The direct award of a contract to My Adventure for the provision of an Additional Support for Learning service for fifteen months. This award is an interim measure which is in the best interests of the young people involved. It is proposed that collaborative working to support inclusion, improved attainment and better outcomes for vulnerable young people will be a key element of the strategy. In order to enable the best value outcome, it is proposed to include all of the Additional Support Learning contracts within a single programme, allowing a comprehensive review, consultation with all stakeholders and service specification development to be undertaken.

Procurement Information

Section 13 of the Procurement Reform (Scotland) Act 2014 allows for award without seeking offers, but should consider the TFEU fundamental principles where relevant. As the service requirement is undergoing a redesign due to Council strategy to review all Additional Support Learning, it was deemed to be in the best interests of the young people to award this contract as an interim measure to ensure continuity of service, as this is a preventative service which provides support before other more costly interventions are required. The award will allow time for a full review of the service to be conducted, work to develop a revised specification and agreement on a procurement route for services beyond April 2018.
