Notice Title
Prisoner Telephony System -Maintenance
Notice Description
Contract Award Notice. Maintenance of the prisoner telephone system (an analogue / digital hybrid) within the publically prisons managed by the Scottish Prison Service for a minimum period 3 years with options for a year 4 or 5.
Lot Information
Lot 1
The SPS has undertaken a direct award to Redwood Technologies to continue the support and maintenance of the as installed prisoner telephony system within 13 Scottish prison for a minimum of 3 years with an option to extend up to 5 years in total. The annual value of the maintenance services is circa 367,000GBP per annum (average).
Procurement Information
The installed prisoner PIN telephony system contains hardware and uses operating system software that was developed by, and is proprietary to, Redwood Technologies. Technical reasons, and exclusive rights (IPR) in the software therefore preclude effective competition for the maintenance services. The software is integral to operation of the systems and affects a number of SPS activities including call monitoring, tariff management, and call charge reconciliation back to individual prisoners. Redwood also hold stocks of key spare parts, pin-phone telephone instruments and components to support in-service maintenance. The age of the system (7 years) means that such items are not generally and readily available in the market. There are no organisations licenced or authorized by Redwood (or known to be in the market) to support and maintain its systems. The supplier provides 24/7 call-out and planned preventative maintenance support for the prisoner telephony systems within SPS prisons across Scotland. The maintenance staff require to undergo specific security checks to enable them to work in prisons. There is a legal requirement (Prison Rules) which requires that the SPS provide prisoners with access to a telephone system; system resilience and availability is therefore paramount as part of good order in prisons.
