Trades Framework Agreement 2017-21
Notice Description
The purpose of this tender is to enable the Comhairle to select suitable contractors for inclusion within a Buildings Property Maintenance and Reactive Repairs Framework Agreement. The Comhairle will select contractors deemed suitable to meet the requirements of the service. The framework includes a range of Lots, responses to which will be categorised as follows: Reactive Repairs and Low Value Works (Not exceeding GBP 1000) Minor Maintenance and Planned Work (Over GBP 1,000 and up to GBP 50,000) The Scope of Requirements explains the provisions in detail.
Lot Information
Gym Equipment
Contractors will be expected to undertake annual maintenance inspections of gymnastic equipment within 15 schools throughout the Western/Southern Isles.
PainterworkWork will predominantly be of a planned nature within Comhairle owned properties throughout the Western/Southern Isles. Contractors should ideally hold PDA or equivalent accreditation
Air Conditioning & RefrigerationTo inspect and maintain equipment throughout the Western/Southern Isles in accordance with the F-Gas regulations. In addition to routine maintenance inspections, contractors will be required to respond to emergency and non-routine calls in accordance with the contract conditions. Contractors should be F-Gas registered. HEVAC/BRA or equivalent accreditation would be desirable.
Renewal: New contract to be put in place in 4 years
Automatic DoorsTo inspect and maintain automatic doors throughout the Western/Southern Isles in accordance with BSEN 16005.In addition to routine maintenance inspections, contractors will be expected to respond to emergency and non-routine calls in accordance with the contract conditions. ADSA or equivalent accreditation would be desirable.
Renewal: New contract to be put in place in 4 years
Boiler MaintenanceTo inspect and maintain both oil and gas fired boiler/burner units throughout the Western/Southern Isles, and to attend to emergency and non-routine calls in accordance with the contract conditions. Contractors should hold Gas Safe and OFTEC registrations.

Builder WorkTo undertake a range of reactive and planned maintenance of a minor works nature throughout the Western/Southern Isles. Contractors should be registered with NHBC,SBF or equivalent, and must also hold an appropriate Vehicle Operating Licence.

Carpentry and Joiner WorkTo undertake a range of reactive and planned maintenance of a minor works nature throughout the Western/Southern Isles Contractors should be registered with NHBC,SBF or equivalent, and must also hold an appropriate Vehicle Operating Licence.

Data CablingTo undertake both reactive repairs and planned maintenance mainly within Comhairle owned office accommodation throughout the Western/Southern Isles. Contractors should be approved installers in Cat 5,6 & 7 cabling.

Commercial Gas MaintenanceTo undertake both reactive and planned gas maintenance throughout the Western/Southern Isles in accordance with the Gas Safety(Installation and Use) Regulations 1998.Contractors must be Gas Safe registered at COMMCAT level.

DemolitionWorks will be planned, of a minor nature and carried out in accordance with the relevant HSE Approved Code of Practice. Contractors must hold an appropriate Vehicle Operating Licence.

Electrical WorkTo undertake a range of reactive and planned maintenance work throughout the Western/Southern Isles in accordance with BS 7671. Contractors must be NICEIC/SELECT or similarly approved.

Fire Appliance ServicingTo undertake annual servicing of fire equipment within Comhairle owned properties throughout the Western/Southern Isles in accordance with BS 5306. Contractors must be BAFE/FIA or similarly approved.

FloorcoveringWork will be of a planned nature focusing mainly on the replacement of carpeting/lino within Comhairle owned properties throughout the Western/Southern Isles. Contractors must hold an appropriate Vehicle Operating Licence

Lift MaintenanceIn accordance with the Lift Regulations 1997 and PUWER Regulations 1998,contractors will be expected to undertake both planned and reactive maintenance to 20nr lifts within Comhairle owned properties throughout the Western/Southern Isles. Contractors must be LEIA/LIFTCERT or similarly accredited.

Lightning and Chimney InspectionsTo undertake annual maintenance inspections on 13nr properties throughout the Western/Southern Isles in accordance with GS53 Guidance and advise on remedial actions as appropriate. Contractors must be ATLAS or similarly approved.
Renewal: New contract to be put in place in 4 years
Mansafe SystemsAnnual maintenance inspection to 5 nr properties throughout the Western Isles in accordance with BSEN795.
Renewal: New contract to be put in place in 4 years
Pest ControlTo undertake cyclical pest control inspections (rodents, birds & insects) at approx. 71nr properties throughout the Western/Southern Isles .Contractors must be BPCA/NPTA or similarly approved.

Plumbing (non-gas)To undertake a range of reactive and planned maintenance work throughout the Western/Southern Isles. Contractors must be SNIPEF or similarly approved.
Renewal: New contract to be put in place in 4 years
Pump RefurbishmentAnnual refurbishment of existing heating pumps within various properties throughout the Western/Southern Isles. Work will include replacement of bearings, shafts, impellars, motors, seals and the like. Contractors should only use qualified heating engineers with a minimum of 5 years' experience in Armstrong/Grundfos pumps.
Renewal: New contract to be put in place in 4 years
Renewable SystemsTo undertake routine maintenance and reactive repairs to renewable technology equipment including air/ground source heat pumps,solar/pv systems, turbines and the like. Contractors should hold MCS accreditation as a minimum requirement.

RoughcastingWork will be planned and of a minor nature to properties throughout the Western/Southern Isles. Contractors should be registered with NHBC/SBF or equivalent, and must also hold an appropriate Vehicle Operating Licence

ScaffoldingWorks will be planned and carried out in accordance with HSE Approved Codes of Practice. Contractors should hold CISRS/CHAS or equivalent accreditation, together with an appropriate Vehicle Operating Licence.

Steel FabricationTo provide small scale steel fabrication work throughout the Western/Southern Isles.
