Lot 1 - Accommodation, Catering and Events (ACE) and Central Areas. The University of Edinburgh wishes to establish a Measured Term Contract (MTC) for Small Mechanical Works up to 50,000GBP for 2 years + 1 + 1 year extension options. There is requirement for the provision of Mechanical Small Works and Associated Services up to 50,000GBP (inclusive of VAT) to the University of Edinburgh's Estate of approximately 600 varied buildings in Edinburgh and Midlothian. The activity is spread over 5 locations covering 800,000 square metres with student accommodation provided at the Pollock Halls of Residence and across a range of flats around city. Other locations include Central Edinburgh Area, Kings Buildings, Bush Estate, the Roslin Institute, the Western General Hospital, Edinburgh Royal Infirmary and Firbush Outdoor Education Centre. The contract will comprise of 2 geographical lots with one different supplier appointed to each lot. In the event that one supplier wins both lots then the higher scoring tenderer will be awarded the higher value lot (for avoidance of doubt this is Lot 2). Lot areas and approximate values per annum are detailed below: Lot 1 - Accommodation, Catering and Events (ACE) and Central Areas - 105,000GBP x 4 years = 420,000GBP Lot 2 - Science & Engineering (KB) and Medical & Veterinary areas - 150,000 x 4 years = 600,000GBP This Measured Term Contract will utilise the Carillion Schedule of Rates for Mechanical Services 'Sixth Edition 2011' for routine works up to 50000GBP in value. Any requirement for small mechanical works over 50000GBP in value will be tendered separately. TUPE may be applicable to this tender.     "description": "We will apply a two stage process: Stage 1 - Pre-Qualification via the submission of the completed ESPD (Scotland). Bidders must pass the minimum standards (pass/fail) sections of the ESPD (Scotland). These can be found within the qualification envelope of PCS-T. The responses to these statements will be scored as per the scoring methodology detailed within the Technical Envelope and listed below. We will take the six highest scoring bidders through to the ITT stage and they will be invited to submit a tender. Stage 2: ITT issue : The Invitation to Tender (ITT) will evaluate both the quality (50%) and cost (50%) elements. The cost and quality score will be combined to calculate the overall MEAT (most economically advantageous) score for each supplier. Quality will be evaluated via supplier's response to our Invitation to Tender Quality Questionnaire. Technical (Quality) Scores shall be allocated based on the total percentage achieved by the response out of the maximum possible percentage. This takes into account the score out of 4 and the weighting allocated to individual questions. For example if a question is weighted 10 percent and your submission scores 3 points out of 4 for that question then you will receive 7.5 percent out of a possible 10 percent. eg in the event you score 4 out of 4 for all our quality questions and score 100 then you will be awarded the maximum score of 50 percent. In the event you score 2 out of 4 for all questions then your score will be 50 percent out of the quality percentage of 50 percent therefore your score would be 25 percent. The cost score will be calculated on a pro rata basis against the lowest bid submitted whereby the lowest bid will be awarded the full 50% of the marks available. Summary The quality and commercial score will be combined to give each bidder/tenderer an overall total score. For further details on the Technical (Quality)/Commercial (Cost) breakdown please see ESPD document. Scoring Methodology: 0 - Unacceptable. Nil or inadequate response. Fails to demonstrate previous experience/capacity/capability relevant to this criterion. 1 - Poor. Response is partially relevant but generally poor. The response shows some elements of relevance to the criterion but contains insufficient/limited detail or explanation to demonstrate previous relevant experience/ capacity/capability. 2 - Acceptable. Response is relevant and acceptable. The response demonstrates broad previous experience, knowledge and skills/capacity/capability but may lack in some aspects of similarity e.g. previous experience, knowledge or skills may not be of a similar nature. 3 - Good. Response is relevant and good. The response is sufficiently detailed to demonstrate a good amount of experience, knowledge or skills/capacity/capability relevant to providing similar services to similar clients. 4 - Excellent.
