    "description": "Call Off Procedures At call off, Clients will have three options: - to direct award to the FR2 Evaluation Vfm and then name an approved contractor from the successful list in the regional area of where work will commence. - to direct award system suppliers awarded to the framework through the usual options, i.e. Vfm, Price, Quality; and to enable clients to comply with existing systems already in situ - using this option, once the supplier has been selected, a mini competition can be arranged with any three of the system supplier's approved contractors named on the contract notice, so the client is assured a competitive installation cost; or - to hold a mini competition between the system suppliers - to facilitate this - and to avoid conflict of interest - the client must first review the list of approved contractors of each system supplier and, if the same approved contractor is named on two system supplier lists, the client nominates which system supplier the approved contractor is assigned to support for that specific call off project; - The system supplier then selects which approved contractor they wish to work with from those available to them, and submits their bid - In this way, the client gets three fully costed and competing bids (SC Ref:490245)",
