The Payroll System presently used within the legacy Strathclyde area of Police Scotland is the Cyborg System supplied by SumTotal Ltd. The Scottish Police Authority owns perpetual licences for this system and to allow Police Scotland to operate the system effectively and enable compliance with statutory payroll obligations, a maintenance contract requires to be in place with SumTotal Ltd.

Procurement Information

Police Scotland requires to extend its existing payroll arrangements to ensure continuity of payments to staff. SumTotal Ltd is the only provider of maintenance services for the Cyborg Payroll System at legacy Strathclyde and the proprietary owner of the system IPR. No other supplier can provide the maintenance services that require to be extended. It is considered that the extension of the maintenance contract is consistent with Regulation 33 (1) (b) (ii) of the Public Contracts (Scotland) Regulations 2015, which allows the contracting authority to award a contract without a competitive process when for technical reasons a public contract may be awarded only to a particular economic operator.
