Under Regulation Reg 6(1)(b)(ii) of the Procurement(Scotland) Regulations 2016, a contracting authority may award a contract without competition based on following justification: Competition is absent for technical reasons (only if it is not caused by artificial narrowing down of the parameters of the procurement and no reasonable alternative or substitute exists) Our existing rigs in the Centre for Integrative Physiology and also those located in the Chancellor's Building, together with ones in our collaborative centre - the Centre for Brain Development and Repair in Bangalore, India use Scientifica-based recording systems and therefore we want to ensure compatibility between these two new rigs and existing ones. This is efficient when training new researchers and also means that experiments can be conducted on any rig and will be carried out under equivalent data acquisition environments.
