Legionella Monitoring and Management Award
Notice Description
The council has a legislative duty to monitor the risk of legionella and other water borne risks. The council does not have sufficient resources with the expertise to carry out the monitoring required so requires to have an external company provide these services to the councils specification. The council's regime of checking and monitoring is externally audited regularly with the auditor's recommendation that due to successful regimes in place further audits need not be carried out for a period of four years. It is a works contract due to the high level of replacements required as a result of the service part of the contract. As such the value of GBP 250,000 per annum makes this a non OJEU tender.

Lot 1
Restricted process to find suitable contractor to test, monitor, and where required replace pipework and water tanks to ensure compliance with current legislation. West Lothian Council have their own regime of checking and monitoring which will require to be used. ALTERNATIVES OFFERED BY TENDERERS WILL NOT BE CONSIDERED.. Economic operators may be excluded from this competition if they are in any of the situations referred to in regulation 8 and 9 of the Procurement (Scotland) Regulations 2016. Re: ESPD Q3D.1, 3D.2 and 3D.3 Bidders should answer these questions on Environmental, social and labour law in relation to compliance with the regulations covering Scotland and the UK.
Options: As each building is different there may be some situations that will require a price to be agreed prior to work taking place. This will be based on the closest matching price from the schedules.
Renewal: Potential to renew for up to 24 months following initial 3 year contract

"description": "Re ESPD question 4B.6 West Lothian Council will use Dun and Bradstreet's DBAi financial reporting system to assess the financial stability of tenderers. Tenderers with a Failure Score of 35 or above on the DBAi system will be deemed to have evidenced satisfactory financial stability. If a tenderer has a Failure Score of less than 35, the tenderer may be required to submit their last three years accounts.
