Notice Description

The Customer Forum for Water is a new model for ensuring that the customer voice is properly reflected in the investment priorities, pricing policies and customer service standards of Scottish Water. The Forum is charged with seeking to agree on behalf of customers, Scottish Water's Business Plan for the period 2021-27 as part of the Strategic Review of Charges, the statutory process to determine charges for the period. The Forum is now seeking an able and versatile person with the right blend of skills and experience as part of a small team to support it in this work.

This work should appeal to someone who is used to dealing with senior management, can work well on their own initiative and enjoys a stimulating environment with the freedom to scope policy options within the boundaries of the Strategic Review of Charges. Working closely with the Forum's Principal Support Manager seconded from the Water Industry Commission the successful candidate will report direct to the Chair and the key tasks will include: 1. Providing support to the Chair and the Forum in strategy development and policy formulation. 2. Analysing papers coming to the Forum (mainly from WICS and SW). 3. Drafting options papers for the Forum to assist in its decision making. 4. Drafting submissions (mainly) to Scottish Water based on those decisions. 5. Liaising on higher level policy issues emerging within the frame of the Strategic Review of Charges on behalf of the Forum with key stakeholders -Scottish Water, Drinking Water Quality Regulator, Scottish Environmental Protection Agency, Water Industry Commission for Scotland, Scottish Government. 6. Advising on appropriate strategies to ensure customer influence of events. 7. Advising on potential research work. 8. Assisting in shaping the forward work programme. 9. Playing a full part in the deliberations of the Forum. Key skills and experience This is an unrivalled opportunity to help shape and advance an approach to customer engagement which has attracted attention in other regulated sectors both nationally and internationally; and to influence strategic outcomes in a major sector of the Scottish economy. The key skills and experience required are: (I) The ability to come to terms quickly with complex subject matter (II) High level analytical skills (III)Good drafting ability (IV) Good communication skills (V) Finely tuned interpersonal skills coupling tact and diplomacy with the confidence to forge good working relationships both internally and with senior officials in the sector (VI)The ability to assess the complex interaction of a range of players in the operating environment and to make astute judgements Experience of the water industry would be advantageous, but is not essential.
