Summary of the contracting process

The procurement process is being conducted by the University of Edinburgh, which seeks to acquire an Automated Quantitative Pathology Spectral Imaging System. This instrument integrates multispectral analysis and automated slide scanning, categorised under the education industry. The contract is located in Edinburgh, UK, and is currently in the Award stage, with a contract signed on 3rd November 2017. The procurement method used is a limited procedure, allowing for negotiation without prior publication due to the unique nature of the required system, patented by Perkin Elmer.

This tender presents a significant opportunity for businesses specialising in advanced medical imaging technologies, particularly those offering unique multispectral slide scanning solutions. Companies that can provide high-throughput digital pathology instruments would be well-suited to compete, particularly if they possess innovative technologies akin to the Vectra® Polaris™ Imaging System. This award not only highlights the demand for cutting-edge instruments in educational settings but potentially opens doors for partnerships or further developments in pathology and imaging sectors.

Notice Title

Automated Quantitative Pathology Spectral Imaging System

Notice Description

A multimodal digital pathology instrument which combines multispectral analysis and automated slide scanning.

Procurement Information

Under Regulation 33 (1) (b) (ii) of the Public Contracts (Scotland) Regulations 2015, a contracting authority may use the negotiated procedure without the prior publication in the case of a public contract, based on the following justification: A contracting authority may award a public contract following negotiated procedure without prior publication of a contract notice or prior information notice in any of the following cases-- (b) where the works, supplies or services can be supplied only by a particular economic operator for any of the following reasons-- (ii) competition is absent for technical reasons; The Polaris system is unique in the market as it is the only multi spectral slide scanner with Perkin Elmer holding the patent on the multispectral detection system that enables this imaging modality. This allows the spectral detection of 7 and up to 9 specific fluorophores within multiplex stained tissue sections and allows this to be conducted in a high throughput setting. Multi spectral detection is available on certain confocal microscopes but is restricted to small regions of interest and doesn't offer full slide scanning capability in a high throughput setting.
