Summary of the contracting process

North Ayrshire Council is in the planning stage for the procurement of a Telecare Call Monitoring and Alarm Receiving Centre. This service is essential for maintaining a call handling system that is compatible with alarm equipment and Telecare peripherals in the North Ayrshire Council area, including the islands of Arran and Cumbrae. The procurement process began on 8th November 2017, with a future notice scheduled for 4th December 2017. The expected service period will last from 1st September 2018 to 31st August 2019, catering to approximately 4,200 service users who require 24/7 support, which includes public and bank holidays.

This opportunity presents significant growth potential for businesses specialising in Telecare services or related technologies. Providers capable of delivering high-quality, responsive call handling systems are particularly well-suited, given the anticipated increase in demand for Telecare services. The successful provider will not only contribute to key health and social care initiatives but also align with the Scottish Government’s objectives to promote independence for older individuals and those with care needs. Companies should consider this tender as a strategic avenue to enhance their market presence in the health and social care sectors.

"description": "The Council is seeking expressions of interest for the provision of a Telecare Call Monitoring and Alarm Receiving Centre for a 12 month period, from 01 September 2018 to 31 August 2019. We have 4,200 service users with a variety of Telecare equipment (predominantly Tunstall). The average call volume of both incoming and outgoing calls totals between 21,000 to 25,800 calls per month (based on statistics from October 2016 to September 2017). Telecare is recognised by Central and Local Government as being a key element in achieving key national objectives such as earlier hospital discharge, reduction on reliance on traditional care at home services, reduction in hospital admissions and an increase in the number of people remaining in their own homes rather than long term care facilities. Demand for the Telecare Service is expected to continue to grow and contribute to the Government's 2020 vision for our health system (in that everyone will be able to live longer, healthier lives at home, or in a homely setting and where an integrated health and social care approach will focus on prevention, anticipation and supported self management). Key drivers include the outcomes contained within the National Telehealth and Telecare Delivery Plan for Scotland and Reshaping Care for Older People Programme and the Personalisation Agenda focus on this approach. The Service Provider shall ensure that service standards including response times to calls from Units Linked and Telecare Periphery Equipment are in accordance with the standards set out in the TSA Telecare Code of Practice (latest version) or equivalent / higher standards.
