Notice Description

Due to the success of the first pilot, which was a joint project between Building Services, Housing and the Contact Centre using the 4DX model, Fife council has decided to run a second pilot scheme which will be focused on Housing Services and Finance and will aim to improve the collection of rents and council tax. As a whole system, 4DX is designed to deliver sustained behavioural change in working methods to deliver improved outcomes and as such meets the key objective of the council to create effective and high performing teams. Therefore Fife council is looking for a provider that can provide the above requirement for a period of 4 year starting from 15/01/2018.

Provision of 4DX for a period of 4 year starting from 15/1/2018. The 4 Disciplines of Execution, often abbreviated to '4DX', is a working method that leads to achievement of an organisational goal with excellence. The 4 Disciplines are based on in-depth research and field work, as well as fundamental principles in human behaviour. 4DX is designed to deliver sustained behavioural change in working methods to deliver improved outcomes and as such meets the key objective of the council to create effective and high performing teams. It does this by: - Specifically addressing issues of culture, commitment and accountability - Building capability at management and leadership levels to better define outcomes (WIGs) and set meaningful targets and measures that will drive improvements in performance - Providing access to fit for purpose technology to monitor and manage performance in real time - Improve workforce engagement by empowering team members in a new working culture.

Procurement Information

There are a range of providers currently operating in the market who can deliver either separate elements of, or similar elements to, Franklin Covey to meet the objectives of Fife Council (ODI Board) in relation to effective and high performing teams. However, none are able to offer the combined package of products, services, training and business support as supplied by Franklin Covey. Moreover,4DX is a defined working method made up of specific tools and processes which are based on in-depth research and field work, as well as fundamental principles in human behaviour, and are proprietary to Franklin Covey Co. We are therefore requesting that consideration be given to allowing an exception under the procurement guidelines to enable this contract to move forward on the basis of a direct award. If to be fully tendered, we do not believe a differing outcome would be achieved due to the factors mentioned above.
