Procurement Information

Under Regulation [33(1)(b)(ii)] of the Public Contracts (Scotland) Regulations 2015, a contracting authority may use the negotiated procedure without the prior publication in the case of a public contract, based on the following justification: Competition is absent for technical reasons (only if it is not caused by artificial narrowing down of the parameters of the procurement and no reasonable alternative or substitute exists) languages, collated from previously published sources, and normalised in such a way so as to facilitate computer-assisted comparison. Achieving this goal requires a partner who can provide: (1) Immediate and unfettered access to a sufficient body of electronic lexicons, dialect surveys, comparative dictionaries, and word lists for languages in the Asia-Pacific region. Raw warehouse content should be on the order of about 1,000 items per language for about 1,000 languages, more or less evenly distributed among the language families of the region; (2) The linguistic expertise necessary to phonologically and semantically normalise the data sources in order to enable valid comparisons between languages and datasets. This will involve translating transcriptions into a common phonological and semantic format; (3) The computational expertise necessary to deliver the normalised data, and to develop of project-specific software tools to spec, within the timeframe specified by the project workplan; and, (4) A demonstrated track record of working successfully with academic partners in providing such resources and/or services.
