Notice Description

Health and Social Care Moray wish to maximize the cost effectiveness of services for people with a learning disability who benefit from public funds to live in residential care and supported living settings. The aim is to ensure that the care and support for each person is proportionate and matched to their assessed needs, and also provided at a market competitive rate. To support this aim we wish to employ an IT tool which will: -provide transparency of cost, based on agreement of the service to be provided in relation to assessed need and agreed outcomes, which reflect the individual requirements of each service user - allow for providers to demonstrate their cost models - enable an evidence based dialogue between commissioners and providers - provide a neutral starting point for discussion between the commissioning authority and provider. Moray Council does not envisage it will have the budget to fund the bespoke development of a new IT tool or piece of IT software

This notice seeks to establish to existence or otherwise of market which can provide and maintain a Care Calculator/Fair Pricing Tool Health and Social Care Moray are seeking this tool to generate information, to support discussion of fair prices for care. The tool will ideally : - provide transparency of cost, based on agreement of the service to be provided (inputs - service - outputs) in relation to assessed need and agreed outcomes, which reflect the individual requirements of each service user - allow for providers to demonstrate their cost models - enable an evidence based dialogue between commissioners and providers. Depending upon the response to this PIN, Moray Council may or may not proceed to a competitive process.
