Purpose The Trust wants this evaluative overview and reporting to critically explore and reflect on the difference the Trust has made in the lives of our beneficiaries, their communities and society more widely, drawing on and complementing separate evaluation of Trust funded projects and each of our two programmes. This should include the following. - What was achieved - including outcomes and impact - and the extent to which these achievements fulfilled our mission and intended outcomes, especially with respect to transformational and sustainability dimensions. - How achievements were made and by whom, with consideration of: - the extent to which change can be attributed to the Trust's approach, funding and support or where this was a contributory factor - supportive factors and challenges, including the external policy and practice environment in Scotland - What could have been done better or did not succeed and why. - The potential continuing benefit of the Trust's approach and the work we have funded, supported or delivered. - Key lessons for the Trust, our beneficiaries and other stakeholders, including other funders and practitioners/providers and policy makers. 2. Methods The Trust is seeking a mixed-methods approach to this evaluation. It should involve selected Trust beneficiaries in design and delivery which would include the following elements. a) Secondary analysis of evaluation data from Trust funded projects, drawing on findings from evaluation of our funded projects and initiatives. Please note the following: - Further information about each project we currently fund is available on our website www.lifechangestrust.org.uk along with any Project Evaluation Reports available to date. - We will provide organisations registering interest in tendering with further information about the type and likely total number of projects we expect to fund by 2023. - The appointed provider will be able to access primary evaluation data for our funded projects through the Trust - We plan to produce annual Impact and Learning Reports for each programme from autumn 2018, which will provide an overview of the difference we have made in each programme, using evaluation data from our funded projects. b) Review of Trust performance data (further information (the Trust's Performance Management and Evaluation Pack, including KPIs) will be provided to organisations registering their interest to tender). c) New primary research where required. 3. Key Stages and Outputs 2018-19: Stage one of evaluation research, with first Impact and Learning Report prepared by December 2019, for publication by the Trust in early 2020*. 2019-2023: Quarterly progress updates and discussions with the Trust's Commissioning Group. Annual internal progress and learning reports for discussion with trustees and staff in the role of "critical friend". 2020-23: Stage two of research with appropriate annual and other reports (e.g. thematic) to be agreed. 2022/23: Final Impact and Learning Report prepared - for publication by the Trust*. *Please note the Trust would have ownership of these outputs but would publish in liaison with the commissioned provider..
