Summary of the contracting process

The Forestry Commission, located in Edinburgh, is conducting a tender titled "FW0045 Chainsaw Operations Scotland" within the environmental protection industry. This procurement process adopts an open method and encompasses various services for tree clearance across multiple regions in Scotland. The tender period is set to end on 9th July 2018, with an overall contract value nearing £5 million. Bidders must navigate through a structured process, which includes 11 specific lots covering diverse areas, such as the North Highland and Dumfries & Borders Forest Districts.

This tender presents significant opportunities for businesses in forestry services and equipment supply, particularly small and medium-sized enterprises (SMEs) with experience in chainsaw operations and related machinery. Companies capable of delivering both core services, which include planned and unplanned tree clearance, and non-core services, have the best chance of success. Additionally, firms that can demonstrate expertise in operating advanced machinery and effectively managing operations adjacent to roads and public spaces will find themselves well-positioned to compete in this framework agreement.

Non-Core Services These services will comprise operations where specialised mechanised operations may be required for assisting in chainsaw operations, or clearing up the site following chainsaw operations: Bidders DO NOT have to be able to provide or submit pricing for any Non-Core Services in order to qualify for submitting a tender for any lot on this framework. Non-Core Services will only be awarded via Mini Competition, and will comprise only Planned Works. All suppliers in the relevant lot will be invited to participate in all Mini-Competitions Non-Core Services for that lot regardless of whether they have indicated in their submission that they could provide these Non-Core services. Non-Core Services could potentially include but not be limited to the provision of specialised equipment with trained operatives such as: Towed Chipper, Self-Propelled Tracked or Wheeled Chipper, Mini Forwarder, Iron Horse Pedestrian winch, Trailers, Cranes, etc. Planned Works The definition of planned works are either pre-planned programmes of work or works for which the FC are able to provide more than 4 weeks' notice prior to commencement of works being required. Unplanned Urgent Works The definition of unplanned urgent works are work which require to be dealt with anywhere between 48 hours and 4 weeks. This may if required include evening, weekend and bank/public holidays. Prior to contacting the contractor the FC will have inspected the site and identified the required level of response.. Economic operators may be excluded from this competition if they are in any of the situations referred to in regulation 58 of the Public Contracts (Scotland) Regulations 2015.

Renewal: The framework will be for an initial period of 2 years plus 2x12 month optional extension periods. The uptake of these optional extension periods will be at the sole discretion of the FC.

"description": "If any question within the ESPD subject to pass/fail scoring is scored 'fail' the entire bid shall be set aside and take no further part in the competition. Bidders successful in being named as preferred bidders following evaluation of tender submissions will be required to supply evidence of minimum requirements as requested in the ESPD. These bidders will have 5 working days to submit the documents. Note: Failure to submit documents within this timescale may result in your tender submission being rejected. The following scoring system will be used for evaluating responses to award criteria questions: 0 Unacceptable Nil or inadequate response. Fails to demonstrate an ability to meet the requirement. 25 Poor Response is partially relevant and poor. The response addresses some elements of the requirement but contains insufficient/limited detail or explanation to demonstrate how the requirement will be fulfilled. 50 Acceptable Response is relevant and acceptable. The response addresses a broad understanding of the requirement but may lack details on how the requirement will be fulfilled in certain areas. 75 Good Response is relevant and good. The response is sufficiently detailed to demonstrate a good understanding and provides details on how the requirements will be fulfilled. 100 Excellent Response is completely relevant and excellent overall. The response is comprehensive, unambiguous and demonstrates a thorough understanding of the requirement and provides details of how the requirement will be met in full. Price will be evaluated using the 'standard differential method'. Each bidder receives 100% of the available marks less the percentage by which their tender is more expensive than the lowest tender. All pricing must be exclusive of VAT. Any costs not included will be presumed to be waived. Bidders must note that although the total value of the Framework has been estimated at GBP 5,000,000(excl. VAT) the FC may modify the Framework irrespective of the monetary value of those modifications within the scope permitted as allowed under Regulation 72(1) of The Public Contracts(Scotland) Regulations 2015 should operational reasons require it. Actual requirements can vary due to changes in (for example); Change of operational program requiring additional works i.e. wind blow, new roads, re-spacing, etc. Tree health: Increase in program of tree safety inspections. This may result in additional felling requirements. Tree Safety: Extreme weather events & windblow could result in increased requirements for tree safety work, and or clear up works, for example following storm damage. Statutory Plant Health Notices (SPHN): May result in time bound requirement to clear areas of forest. (SC Ref:559132)",
