Summary of the contracting process

The Scottish Prison Service is initiating a tender for the design and build of Community Custody Units (CCUs) aimed at enhancing the support for female offenders in custody. Notice Description

The Cabinet Secretary for Justice announced in June 2015 that Scotland was adopting a new approach to the support of female offenders in custody, including the need to create an environment that encourages and assists with their transformational change, utilising facilities designed and built to take account of gender and potential trauma. The strategy seeks to deliver a new Women's National Facility at the site of HMP Cornton Vale, Stirling, together with the provision of five Community Custody Units (CCUs) at various locations across Scotland. In July 2017, the Cabinet Secretary for Justice announced that the first two CCUs would be in 1. Glasgow and 2. Fife/Dundee areas (subsequently confirmed as Maryhill in Glasgow and Hilltown, Dundee respectively). It is SPS's intention to issue an invitation to tender with two lots as set out below. A Bidders Forum is scheduled for Friday September 21st 2018 at SPS College in Polmont. More information to follow.

Lot Information

Community Custody Unit in Dundee

The SPS is seeking a contractor for a single stage Design and Build contract taking on full responsibility for the construction of the proposed CCU in Dundee that will provide accommodation for 16 women in custody in 2-storey houses. The development will also include a single storey Hub building providing 'front of house' services, visitor facilities and activity focused space. Work on site is expected to commence spring 2019 and be completed by the autumn of 2020. The procurement will follow an OJEU Restricted procedure. Following the publication of the Contract Notice, a European Single Procurement Document (ESPD) will be published by SPS and will be made available to bidders. Following the evaluation of the ESPD, shortlisted bidders will be provided with an Invitation to Tender (ITT). Tender responses will then be evaluated by SPS. The Terms and Conditions of Contract shall be GC/Works/1 Single Stage Design & Building (as amended by SPS). SPS expects to utilise a Project Bank Account during this project to encourage payment performance throughout the supply chain.. The CCU facility is to be delivered as a Level 2 BIM project. The Contract will include Community Benefits requirements.
