Notice Description
This is a Contract Award Notice and as such the procurement process has now ended. An Lochran is a multi-occupied site within the Inverness Campus, under shared ownership between Highlands and Islands Enterprise (HIE) and The University of the Highlands and Islands (UHI). The site is the main office for HIE as well as an important base for UHI's academic and research activities. Scottish Rural College (SRUC) is also a tenant within the building. This contract will be managed by HIE on behalf of other occupiers UHI and SRUC. The current facilities management requirements for An Lochran are divided into 3 Lots: - Lot 1: Cleaning Services - Lot 2: Reception and Security Services - Lot 3: Planned Preventative Maintenance and Reactive Maintenance This particular contract relates to Lot 3.

Lot 1
HIE required a suitably qualified and experienced supplier to operate and maintain the fixed and installed assets with the objective of: -Providing a safe working environment for building users -Ensuring statutory compliance is met for the building, plant and equipment -Maximising the useful life span of the building, plant and equipment -Enabling building users to effectively discharge their business functions -Ensuring efficient and cost-effective use of those assets -Complying fully with Government and HIE policy and guidance on environmental issues The services will be required from 1 April 2019 for an initial period of 3 years, with HIE having the option to extend for a period or periods together not exceeding 1 calendar year following the Initial Term.. Economic operators may be excluded from this competition if they are in any of the situations referred to in Regulation 58 of the Public Contracts (Scotland) Regulations 2015.
Options: HIE reserves the right, on giving reasonable written notice from time to time, to require changes to the Services (whether by way of the removal of Services, the addition of new Services, or increasing or decreasing the Services or specifying the order in which the Services are to be performed). HIE shall not require any such change other than where it is permitted by Regulation 72 of the Public Contracts (Scotland) Regulations 2015. Examples of contract modifications can include (but are not limited to): -Change in items on the Asset Register (number of assets increased/reduced; type of assets changed; asset replaced; new assets acquired) -Number of hours for reactive tasks changed from the estimated hours in the Pricing Proforma -Legislative changes require more or less frequent maintenance of certain assets
Renewal: The Contract will be awarded for an initial period of 3 years with HIE having the option to extend for a period or periods together not exceeding 1 calendar year following the Initial Term.
