Summary of the contracting process

Procurement for Housing Ltd (PfH Scotland) invited suppliers to join a dynamic purchasing system for housing capital works and related services for its member organisations across Scotland. The scope is divided into whole-house works and specialist categories: kitchens, bathrooms, heating, electrical work, windows and doors, insulation, roofing, painting and decorating, disabled adaptations, skip and waste collection, and scaffolding. Whole-house projects combine internal and external work across the specialist categories. Examples include kitchen and bathroom installation, heating and electrical upgrades, insulation and roofing, accessibility adaptations, waste planning and collection, and scaffold design and hire. PfH members will define the specification, delivery model and contract form for individual requirements when inviting suppliers to compete.

The process reached the tender stage: PfH invited offers through a restricted procedure to establish a dynamic purchasing system. Suppliers could apply for one or more categories, and a minimum of five admitted suppliers was intended for each category, subject to the number approved. Applications were submitted electronically; bids had to remain valid for 90 days. The original submission deadline was 20 September 2023 at 12:00. The system was initially intended to run for five years, with an option to extend by up to five further years; it was subsequently extended until 31 August 2028. The estimated overall value is £200 million. Evaluation requires relevant category accreditations, at least two years of financial accounts, specified insurance cover, and evidence of capacity and capability. Alternative bids were not allowed.

This route suits construction and property-maintenance contractors, specialist installers, waste-management providers and scaffolding firms able to serve housing clients across Scotland. Suppliers can seek admission in the categories matching their trade rather than bidding across the whole range. Depending on the category, required evidence includes Gas Safe registration, NICEIC or equivalent electrical accreditation, FENSA or CERTASS for windows and doors, a SEPA waste-carrier licence, or CISRS scaffolding credentials. Whole-house suppliers need the relevant combination of trade accreditations. Applicants also need at least two years of financial accounts, £5 million employers’ liability insurance and £5 million public liability insurance, as well as demonstrable capacity and capability for the selected work. Individual competitions will define the specific requirements and delivery arrangements, making this suitable for firms able to respond to varied member-led projects.ҩ
