Notice Description

Strathclyde Partnership for Transport (SPT) intends to award a 5-year contract to Technology One (UK) Limited (T1) for the provision of a Financial Management System in a cloud environment following the Software as a Service (SaaS) model.

Lot Information

Lot 1

T1 was originally purchased via an OJEU tender process and has been in use since 01/04/2009. The system has been developed over the years and has been upgraded several times. The current system utilised by SPT and managed onsite will eventually be out of support with T1, as their core service model is moving to SaaS.

Procurement Information

SPT intends to award a contract without prior publication, as per section 33(b)(ii) of the Public Contracts (Scotland) Regulations 2015 (which allows for the absence of competition due to technological reasons) and 33(b)(iii) of the Public Contracts (Scotland) Regulations 2015 (which allows for the absence of competition due to intellectual property rights, in this case, those of Technology One). Technology One are SPT's core software provider for the Financial Management System
