Summary of the contracting process

The Scottish Government is planning a procurement process for the provision of Mobile Voice and Data Services, with the aim of establishing a new collaborative arrangement that supports the Scottish Government's digital strategy. Scheduled for potential review on 1 August 2019, this planned tender offers services across Scotland. The core requirements involve mobile voice services, data services, and handsets, with an option for other services to be included. Interested suppliers are encouraged to submit their views or comments on the proposed scope and duration of the contract by 5 April 2019.

This tender presents an excellent opportunity for businesses specialising in telecommunications and digital services to engage with the public sector. Companies that can deliver innovative mobile network solutions, customer service management, and cost-effective pricing will be particularly well-suited to compete. Additionally, those experienced in managing collaborative service agreements can play a crucial role in the framework anticipated to last for up to two years, potentially gaining a significant foothold in the Scottish public sector market.

Lot 1

Scottish Procurement is considering the establishment of a new collaborative arrangement for the provision of Mobile Voice and Data Services. Strategic analysis will look to develop and build upon previous procurement approaches and there is a potential to put in place a single supplier framework agreement for a period of up to 2 years. Consideration will also be given to some form of intial commitment perhaps via anchor customer(s) to provide a degree of commercial confidence in the framework.
