Scaffolding for projects up to 50k GBP or over 50k GBP
Notice Description
Supply, erect and dismantle scaffolding to regions located within West Lothian. Two lots will be awarded with interested Suppliers being invited to bid for one or both lots. Lot 1 - scaffolding works up to the value of 50,000GBP Lot 2- scaffolding works over the value of 50,000GBP. The framework shall be for a 2 year period with the option to extend up to a further 2 years in total, where the spend allows. It should be noted that where Lot 2 requires scaffolding to be in place the contract may be extended further up to a further 12 months; where the value of spend has not been exceeded i.e. 4.55M GBP total. Tenderers will be evaluated using a weighing of 60% price / 40% quality, based on the most advantageous tenders (MEAT). It is the councils intention to award the most competent companies who will commit to and work with the council, making sure our scaffolding needs continue to be met throughout the life of the framework.

Suppliers awarded lot 1 or lot 2 will be invited to submit a mini competition which will be based on specific project requirements. Each project will be evaluated using the aforementioned weighting's, however, the council may carry forward quality scores which will be added to the price score, identifying the top scoring supplier, who shall be awarded the project. Where a project is deemed to have specific requirements e.g. high value/risk, we may amend the quality questions to ensure that they meet the project needs. Points allocated will be added to the price score to identify the top scoring supplier who will be awarded the work. West Lothian Council is committed to maximising Community Benefits from its procurement activities in line with the council's Corporate Plan. Community Benefits will be proportionate to the contract value with an estimated aggregates purchase value of 50,000 GBP and over. Community Benefits will form part of the contract award, community benefits are in addition to the core purpose of the contract. These clauses can be used to build a range of economic, social or environmental conditions into the delivery of council contracts. Such social, economic and environmental benefits are hereinafter referred to as \"Community Benefits\". Further details and examples of community benefits are available in the tender package.
