The City of Edinburgh Council wishes to implement a Framework Agreement of Psychologists (with experience of providing expert psychological assessments reports and court evidence in permanence order proceedings relating to children) to provide independent psychological assessments as part of permanence order applications, for looked after and accommodated children.

The city of Edinburgh Council intends to implement a framework agreement for the supply of Independent Psychological Assessments during permanence order applications for looked after and accommodated children. A framework agreement is a contract held with multiple suppliers, in essence it creates a reliable database of capable suppliers which can then be instructed by the Council when needed. Under this framework it is hoped we will obtain a number of suppliers with varying experience, specialities and knowledge, as to ensure there are no gaps in the provision. It is intended that this framework will facilitate the future placement of psychologists with permanence order applications, improving the timeliness, quality and compliance of the service provision.
