Electronic Counting for Local Government Elections
Notice Description
The Scottish Government with and on behalf of Scottish Local Authorities had a requirement to place a contract with an external service provider for the Electronic Counting for Scottish Local Government Elections. The service provider will be required to deliver electronic counting of ballot papers for the proposed local elections in 2022 and potentially for any subsequent by-elections. The services required include only those necessary to prepare for and deliver the electronic counting of votes and do not extend as far as the provision of services for the conduct of the elections themselves, which remains the responsibility of the Local Authorities.

Lot 1
The Scottish Government had a requirement to place a contract with an external service provider for the Electronic Counting for Scottish Local Government Elections. The service provider will be required to deliver electronic counting of ballot papers for the proposed local elections in 2022 and potentially for any subsequent by-elections. The services required include only those necessary to prepare for and deliver the electronic counting of votes and do not extend as far as the provision of services for the conduct of the elections themselves, which remains the responsibility of the Local Authorities.. Economic operators may be excluded from this competition if they are in any of the situations referred to in regulation 58 of the Public Contracts (Scotland) Regulations 2015.
Options: Optional services may include: Additional Equipment; Additional Staff; By-Elections; and Pilots for different technology relating to eCounting; and Any other changes arising from changes to policy or legislation.
Renewal: Following successful delivery of the 2022 elections the Scottish Government may extend the contract for an additional 3 years to provide the option for Local Authorities to use the contract for by-elections
