Notice Description

West Lothian Council wish to source the most capable Contractors who can meet the on going demands for scaffolding works. A two lot framework agreement for provision of scaffolding includes - erect and dismantle scaffolding using various systems and processes, including design works. The framework will consist of two lots with projects deemed to be valued below 50,000 GBP awarded in lot 1 using a ranked system. Projects deemed to be greater than 50,000GBP will be included in lot 2 and will be awarded following individual mini competitions where all lot 2 Contractors will be invited to submit a bid for specific projects.

Lot Information

Lot 1 Scaffolding works below 50,000 GBP

Framework agreement for the supply, erect, dismantle scaffolding works for projects deemed to be below 50,000 GBP. Type of works and requirements will vary and may include design of scaffolding to meet project needs. Projects may also require complex loading bays, mobile static towers, free standing scaffolding, staircases and fire escapes etc. Full details are provided in the tender documents. Lot 1 Contractors will be ranked on best value i.e. MEAT based on price 60% and quality 40%. Projects will be offered to the first ranked, thereafter 2nd ranked and so on.. Police Scotland will be consulted with regards to Serious and Organised Crime checks. Any links to this type of activity may cause your tender to be rejected. Community Benefits will be scored with up to 4% points available. Mandatory insurance include EL 10M, PL 5M and valid motor insurance

Renewal: Lot 1 may be extended up to 24 months

Lot 2 Scaffolding Works over 50,000 GBP

Lot 2 scaffolding works are for projects deemed to be valued over 50,000GBP. These works will be awarded following mini competitions. Quality scores may be carried over from the tender and added to price scores, alternatively quality questions may be tailored to specific projects with new scores allocated based on the project and mini competition submission. Both options will be evaluated based on MEAT and weightings/scores awarded for each mini competition. Lot 2 works may be extended for up to a further 12 months where a project is in place at the end of year 4, and it is deemed not to be viable to remove the scaffolding and retender.. Police Scotland will be consulted with regards to Serious and Organised Crime checks. Any links to this type of activity may cause your tender to be rejected. Mandatory requirements are included in the tender e.g. insurance EL 10M, PL 5M and valid motor insurance

Renewal: Lot 2 will framework may be extended by up to a further 24 with a further 12 months available where scaffolding projects are on site at the end of year 4.
