Notice Description

The Council wish to appoint a company to provide sensor equipment within our domestic properties and provide a local network that will allow the council to communicate with these sensors. The equipment will monitor the internal environmental conditions, including temperature, humidity and Co2 in order to provide all the of the following data; reporting, analysis and recommendations on a per property basis; that identifies potential issues and or damage within our housing stock and proposes when to take action.

Renfrewshire Council currently own and maintain over 12,000 social housing properties, managing both planned and reactive maintenance budgets, as well as investment programmes that seek to improve our housing stock and meet Scottish Government standards; such as the Scottish Housing Quality Standard (SHQS) and the Energy Efficiency Standard for Social Housing (EESSH). The Council have identified potential areas of improvement that could be achieved within our reactive maintenance budget, through early identification and intervention of ROT works before they escalate, and the subsequent reduction of associated budgets due to this intervention. The project will measure internal environmental conditions within the Councils housing stock using innovative sensor technology. The Council require the services of a company to provide sensor monitoring equipment for domestic properties to measure internal environmental conditions, including temperature, humidity and Co2. They will also extract the information, generated by the equipment to provide data, reporting, analysis and recommendations on a per property basis. This should be remotely accessed and the data provided in a format that can be analysed and interpreted in order to identify issues and potential damage to the housing stock. The service the we are seeking will allow the council to identify where and when to intervene with a view to supporting tenants in order to heat and ventilate their homes to a standard that would mitigate any risk or damage to their property as a result of the internal environmental dynamic.. Economic operators may be excluded from this competition if they are in any of the situations referred to in regulation 58 of the Public Contracts (Scotland) Regulations 2015.
